Pursuant to Federal Acquisition Regulation (FAR) Subpart 8.405-6, Limited Sources the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Reactor Regulation (NRR), intends to issue a sole source order to Sonalysts, Incorporated Federal Supply Schedule (FSS) Contractor located at 215 Parkway North, Waterford, CT 06385 -1209 under the authority of Federal Acquisition Regulation 8.405-6(a)(1)(i)(B). The NRC proposes to enter into a sole source arrangement with Sonalysts through General Supply Administration (GSA) Federal Supply Schedule for a follow on project to provide Generic Fundamentals Examination services to the NRC. Specifically, the contractor shall provide assistance to the NRC in the maintenance of a computerized bank of validated Boiling Water Reactor (BWR) and Pressurized Water Reactor (PWR) GFE test items; the preparation, distribution, grading, and evaluation (analysis) of the BWR and PWR GFE examinations; updating the GFE test bank files; recommending improvements; and supporting the NRC in addressing the industry's questions on the GFE process. The Period of Performance shall be from September 1, 2016 to April 30, 2017. Sonalysts is the only source that has the necessary knowledge, staff, skills, and technical expertise to successfully complete this project within the required timeframe and budget.

The applicable North American Industry Classification System (NAICS) code for this acquisition is 541330 "Engineering Services" and size standard is $15 million.

The Government intends to solicit and negotiate directly with Sonalysts, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. If no responsive statements are received by the closing date of this notice an award will be made to Sonalysts Incorporated.
