The 319th Contracting Flight, Grand Forks Air Force Base, ND, intends to issue a Request for Proposal (RFP) under the number FA4659-18-R-0005. The resultant contract, if any, will be a firm fixed price (FFP) contract for Renovation of Squadron Operations Facility, Bldg. 541, which is a 40,460 sq ft two-story building. The work to be performed by the contractor consists of, but is not limited to, the following:
- The repair of exterior closure(s)
- Adding and/or repairing sound proofing
- Providing and/or repairing secure communications
- Constructing a kitchen area, and break area(s)
- Repair and/or replacement of plumbing and hot water systems
- Reconfiguring certain building areas to include installation of raised flooring
- Repairing or replacing existing raised flooring
- Repair and/or replace HVAC systems including major system components and providing and or repairing redundant HVAC systems for mission critical areas
- Repairing or installing electric systems to support the revised configuration and functions building-wide, and the construction and installation of an emergency generator with an auto-transfer switch to provide redundant back-up power.

This renovation project has a magnitude of between $10M and $25M in accordance with DFARS 236.204(i). This acquisition is being issued as a 100% Small Business set-aside. The North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, with a Small business size standard of $36.5M. Award will be made using the Source Selection procedures referenced in DFARS 215.1 Source Selection Process and Techniques, AFFARS 5315.3, Source Selection, as well as the tradeoff process referenced in FAR 15.101-1, Tradeoff Process, resulting in the subjective best value to the Government.

The closing date and time for submission of offers shall be contained in the solicitation package. The entire solicitation package shall be made available on the Federal Business Opportunities Web Site (FedBizOpps) at http://www.fbo.gov/; requests for copies of the solicitation package, or any cumulative parts thereof, by any other means shall not be honored. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package which is estimated to be posted on or about 1 June 2018.

All firms wishing to submit a proposal to the solicitation described herein must be registered in the System for Award Management (SAM) database (http://www.sam.gov) or risk their otherwise timely proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations. No response to this announcement is required or requested. The Government will not pay for any information submitted in response to this announcement. The solicitation subsequent to this announcement may be cancelled at any time without warning. After solicitation, and prior to award, all offers may be rejected if in the best interest of the Government or the public. This announcement does not obligate the Government to pay for any bid and or proposal preparation costs.
