The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a purchase order to Gerstel Inc., 701 Digital Drive, Suite J, Linthicum, MD 21090 to establish a follow-on maintenance agreement with Gerstel Inc. for the maintenance of SC3R and MPS2 gas chromatographic sampling systems, equipment, and accessories.

The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 12 months.

GERSTEL is the only known source that completely satisfies the Government's requirements, which are:

• Factory trained on the service and maintenance of CTC dual rail samplers
• Prior experience with the service and maintenance of CTC samplers operated in conjunction with Agilent gas chromatographs.
• Factory trained in the use of Maestro software for the operation of the CTC dual rail sampler
• Factory trained in the integration of Maestro software with Agilent ChemStation software
• Have a service engineer resident in the Atlanta metropolitan areas who can respond in 48 hours under normal conditions and be available 24/7 in times of national emergencies.

The operation of the sampler through the controlling software and the integration of the sampler controlling software with the Agilent ChemStation software controlling the GC-MS system to which the sampler is attached is critical to the performance of the combined instruments. The capability to properly integrate the controlling software is unique to GERSTEL.

Several market research techniques were used to identify other possible sources, including review of market research on similar items, queries of internet information sources, contact of knowledgeable individuals in the industry, and review of catalogs and product literature. There is currently no company or individual that has the ability to provide a service agreement for the GERSTEL systems.

As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Gerstel Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the maintenance to Vallerie Redd VIA E-MAIL ONLY at [email protected] with the solicitation number 2011-Q-13681 referenced in the subject line NO LATER THAN July 28, 2011.

A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
