The City of Corsicana, Texas will receive proposals for the Geotechnical Services for the SH 31 Industrial Park Rail Spur until 2:00 p.m. on January 29, 2021 at Corsicana Government Center, 200 North 12th Street Corsicana, Texas 75110 or submitted electronically to
[email protected]. The proposals will be opened at 2:00 p.m. on January 29, 2021 at Corsicana Government Center, 200 North 12th Street Corsicana, Texas 75110. All proposals shall include an email address for any necessary notifications. Services will include preparation of density curves, testing of subgrade, preparation of the final report and any other Geotechnical Services required. Proposal shall include a fee schedule and all associated fees. The contract will be awarded based on experience in this area with similar projects. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as required by the U.S. Department of Commerce / Economic Development Administration and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00. The City of Corsicana, Texas reserves the right to reject any or all proposals or to waive any informalities in the proposal process. Proposals may be held by City of Corsicana, Texas for a period not to exceed 90 days from the date of the opening for the purpose of review and investigation of the qualifications prior to the contract award. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. SAM.gov Registration: Per the Executive Orders 12549 and 12689 for a federal contract award, Contractors must be registered in the System for Award Management (Sam.gov), in accordance with the OMB guidelines at 2 CFR 180 that implement Executive Orders 12549 (3CFR Part 1986 Comp., p. 189) and 12689 (3 CFR Part 1989 Comp., p. 235), “Debarment and Suspension”. Contractors receiving an Award must not be listed on the governmentwide Excluded Parties which comprises of debarred, suspended, or otherwise excluded by parties, as well as parties declared ineligible under statutory or regulatory authority other than Executive Order 12549. Buy American: Consistent with Executive Order 13858, Strengthening Buy-American Preferences for Infrastructure Projects”, it is encouraged to use, to the greatest extent practicable, iron and aluminum as well as steel, cement, and other manufactured products produced in the United States in every contract, subcontract, purchase order, or sub-award that is chargeable under this Award.
