This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE.

The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Business and Other-than-Small Business) that have the knowledge, skills and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME CONTRACTORS. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project.

Project Description:
General: This is a non-personal services contract to provide geotechnical laboratory testing. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform geotechnical laboratory testing as defined in Appendix A; except for those items specified as government furnished property and services. The laboratory shall be local to the Omaha area so samples can be conveniently delivered and samples can be visually observed by project engineers prior to determining testing requirements. All testing shall be performed by qualified personnel in accordance with ASTM or other prescribed standards, and shall be performed by an accredited laboratory with current USACE Materials Testing Center (MTC) validation through the Engineering Research and Development Center (ERDC) for all testing performed. No special safety requirements are required above those required for a testing laboratory. No security clearances are required to perform this work. Complete geotechnical testing of soil and aggregate samples. All testing shall be performed at the contract laboratory. See Appendix A for specific laboratory tests to be requested.

The estimated Indefinite Delivery Type Contract (IDT) will be $500,000.00 over a five (5) year period. Individual Task Orders will not exceed $50,000.00. The estimated period of performance is 1825 calendar days.

All interested, capable, qualified (under NAICS code 541380) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in construction projects of similar nature as described above. Narratives shall be no longer than 10 pages. Email responses are required.
