The Department of Justice, Justice Management Division, intends to negotiate with Georgetown University Law Center (Georgetown) Washington, DC for copies of Georgetown Law Journal, annual Georgetown Criminal Procedure Project issue. This Georgetown Law Journal publication contains copyright protected information which is utilized by the Department attorneys for research and trial preparation. The publication discusses every important Supreme Court and appellate court case dealing with criminal procedures, identifies important issues and trends and provides narrative analysis of criminal legal problems, case law and statutory law. The required Georgetown publication is copyright protected and thus Georgetown University Law Center is the only known source for this publication. The statutory authority for the proposed procurement is 41 U.S. Code § 3304(a)(1), the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.

The solicitation will not be distributed on http://www.fedbizopps.gov. This is not a formal solicitation, however, interested concerns must respond within ten calendar (10) days from the date of this synopsis with written documentation, detailed data and pricing information, which clearly demonstrates their ability to perform the requirement. Responses received as a result to this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. The proposed contract will supply Department locations nationwide. The anticipated period of performance under any resultant contract will be one (1) year with four one (1) year options for up to a total of sixty (60) months. Responses must be submitted to the address shown in this announcement.
