The United States Geological Survey intends to award a non-competitive contract in accordance with FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, for specialized geophysical software to be delivered to the USGS Caribbean-Florida Water Science Center, FL; within 30 days of award.

 This agreement covers annual maintenance and service fees for OpendTect baseline software and five specialized plug-in modules: Dip Steering, Neural Networks, Horizon Cube, Faults and Fractures, and the Sequence Stratigraphy Interpretation System. These licenses will be purchased as a set – three sets will be purchased.  One set will be for twelve months only. The other two sets are structured with one, 12-month base, and four, one-year optional periods.

 The USGS and its partners are engaged in numerous collaborative research projects that depend on dGB OpendTect software and its specialized plug-in modules to analyze, display, and store their seismic-reflection data. Licenses for this software must be purchased and maintained in sufficient quantities to allow work on these projects to continue.  dGB Earth Sciences LLC, is the developer and the only source of this proprietary software.

 The proposed contract action is for goods for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). All responsible sources may submit a bid, proposal, or quotation no later than 02/16/2016 which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm-fixed price award will be made on or about 02/20/2016
