This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Services, located in La Jolla, CA on a sole source basis with Iowa State University, Department of Science and Technology. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for purchase of sequencing services, utilizing Illumina's high throughput sequencing technology, are required to conduct genomic and RNA sequencing of yellowtail (Seriola lalandi) samples. In addition to the sequencing services, bioinformatic support is also needed to create a draft assembly of the yellowtail genome and transcriptome, and to generate gene expression profiles. Illumina's sequencing technology will be used to create a draft assembly of the yellowtail genome and generate whole-transcriptome, quantitative digital gene expression profiles. This technology is a powerful tool that enables the discovery, profiling and quantification of RNA transcripts across the entire transcriptome (=the complete set of RNAs present in an organism at a particular time). The Illumina sequencing platform provides major advances over other types of large-scale gene expression analyses in terms of comparability, coverage, and sensitivity of expression levels. This is very important for exploring differences or changes in expression between groups where little is known or can be predicted regarding the underlying causes of variation between those groups. Next generation sequencing (NGS) platforms were compared for use in this research project. Given the research needs and budget, Illumina's platforms provided the closest fit. The Government intends to negotiate a firm fixed price contract with delivery date of no later than Dec 10, 2012. The North American Industry Classification System code for this acquisition is 541690 with a corresponding size standard of $14.0M. It is the Government's belief that only Iowa State University can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
