This is a combined synopsis/solicitation for commercial items prepared in accordance with Parts 12 & 13 of Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; the FDA is requesting quotes and will not issue a written solicitation. The solicitation number is FDA-SOL-09-1062207.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-35.

Required Services:
The FDA requires a contractor to seqquence and annotate SALMONELLA ENTERICA Genomes.
* CLIN1 (QTY 10) Perform 454 Paired-end Library Preps and Quantification from Isolates of SALMONELLA ENTERICA, Any Serotype
* CLIN2 (QTY 3) Perform Full 454 Sequencing Runs for 10 Salmonella Isolates and Assembly
* CLIN3 (QTY 1) Genome Auto-Annotation for 10 Genomes
Deliverables:
(QTY 1) Annotated Genome Sequence Delivered as a GenBank Compatible file on a CD.
* Delivery to Occur 30 Days After Receipt of Order (ARO)
* FOB Destination
THE GOVERNMENT WILL PROVIDE THE SELECTED VENDOR WITH THE DNA. FDA WILL PROVIDE SALMONELLA ISOLATES, NOT HDW DNA. THE GENOME SIZE IS APROXIMATELY 5Mb.
Contract Type: Commercial Item-Firm Fixed Price. FDA will use simplified acquisition procedures to issue the award.
The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None
The provision at FAR 52.212-2 Evaluation-Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows:
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors - listed in descending order of importance - shall be used to evaluate quotes:
* Ability to prepare, sequence and annotate SALMONELLA ENTIRICA genomes
* Documented ability to provide sequencing data in GenBank format
* Price
FDA will determine whether quotes are technically acceptable by reviewing the information submitted. The information must provide a description in sufficient detail to show that the service offered meets the governmentââ¬â¢s requirement. The FDA will utilize the tradeoff process for evaluating quotes and may accept other than the lowest priced technically acceptable offer.
The FDA reserves the right to make an award without discussions.
