PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, Firm Fixed Price (FFP) purchase order with Life Technology Corporation; Address: 3175 Staley Road, Grand Island, NY 14072-2028, for the acquisition of the following: one (1) AB 3500XL Genetic Analyzer HID, including Trade-in 3130xl, one (1) Genemapper ID-X Full V1.5 and shipping cost. This equipment will allow the FBI to accomplish its mission of ensuring that forensic DNA examinations can be carried out on evidentiary items contaminated with hazardous biological materials. Based on market research, it has been determined that required equipment can only be provided by Life Technology Corporation due to vendor designation as the only authorized distributor by the manufacturer.

The FBI intends to negotiate with only one source under the authority of FAR 6.302-1 (Approved Justification upon Request). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement based upon responses to this notice is at the sole discretion of the Government.

Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
