This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), National Marine Mammal Laboratory on a sole source basis from Dr. John Bickham. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures.

Proposed vendor will provide genetic analysis of Steller sea lion tissue samples to determine genetic composition of the eastern distinct population segment of Steller sea lions. Dr. Bickham was identified by the program office as the only source that can meet the technical requirement of this service procurement because analysis of these samples is part of ongoing research that requires data comparability. No other known vendor can provide these services to this required specification. The government intends to negotiate a firm-fixed price contract with a period of performance of September 17, 2010 to September 16, 2011.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
