This notice is a Notice of Intent. The Government intends to negotiate on a sole source basis with Taconic Farms/Artemis for the Generation of One X-Chromosomal Constitutive Knock In with Conditional Knock Out Mouse Model. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only notice; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML6-14032.

This acquisition is a Notice of Intent (NOI). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)2005-76 July 25, 2014.
The North American Industry Classification System (NAICS) code for this procurement is (112990) with a small business size standard of $750,000. This requirement is not set aside for small business.
The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Host Defense, is seeking to purchase the following Constitutive Knock In (KI) with Conditional Knockout (KO) allows site-specific insertion of DNA sequence or point mutations, combined with the possibility to eliminate the function of the target gene in a tissue-specific and/or inducible manner when combined with the appropriate Cre expressing mouse line. Taconic and its affiliate TaconicArtemis will conduct the following steps for generation of
one (1) X-linked Il13ra2 Constitutive Knock In with Conditional Knock Out Mouse Model:
a) Constitutive Knock In with Conditional Knock Out targeting vector construction and DNA
sequencing
b) Transfection of vector into selected cells
c) Isolation of targeted ES cell clones and molecular validation by Southern analysis with external and internal probes
d) Deletion of the selection marker(s) in selected targeted ES cells
e) Injection of targeted ES cells into diploid blastocysts
f) Chimera generation
g) Crossbreeding of chimeras with Tac mice to generate mice heterozygous for the Conditional Knock Out allele.

This is an open-market Notice of Intent for the Purchase of Taconic Farms Generation of one X-Chromosomal Constitutive Knock In with Conditional Knock out Mouse Model as defined herein. The government intends to award a purchase order as a result of this notice that will include the terms and conditions set forth herein. To facilitate the award process all quotes must include a statement regarding the terms and conditions herein as follows:
"The Terms and conditions in the notice are acceptable to be included in the award document without modification, deletion or addition."
