The Generalized Emulation of Microcircuits (GEM) Program provides form, fit, function and interface (F3I) replacement parts for some otherwise non-procurable FSC 5962 microcircuits. The proposed acquisition is a follow on to the current GEM contract with SRI International that provides a microcircuit capability the supports production, redesign, and sustainment requirements. The overall objective of the forthcoming procurement is to provide emulated microelectronic devices to meet the needs of DoD in providing for readiness and logistical support. Under the core effort of the proposed contract, the contractor must maintain the capacity to produce and deliver microelectronic devices meeting F3I requirements using GEM technology. Under the delivery order effort of the proposed contract, the contractor must be able to deliver emulated microcircuits, provide engineering services, and provide GEM technology extensions and design efforts. A contract with one (1) five-year base and one (1) six month option period is contemplated.


The solicitation will be issued on/or about September 1, 2023, and will close on/or about October 2, 2023. The Government will procure this is requirement in a sole source procurement. The Government will only negotiate with SRI International (03652). The solicitation will be made available upon request until October 2, 2023. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency.
