The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with General Electric for the acquisition of one (1) F/A-18 C/D and E/F Generator Convertor Unit (GCU) I-level training overview, testing, and troubleshooting of the C/D and E/F GCU Utilizing the AECTS/FA-18 PSE Test Bench. Training will be four (4) weeks in duration. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
