The Naval Air Systems Command; NAVAIR Division (AIR 2.3.1.3), Patuxent River, MD 20670 intends to place a sole-source firm fixed price order under Basic Ordering Agreement N00019-11-G-0003 with Bell Helicopter Textron Inc, 600 East Hurst Blvd, Hurst Texas 76053-8030, for the procurement of ACP-0785 H-1 GROUND CONTROL UNIT (GCU) OBSOLESCENCE. The Contractor shall furnish the personnel, services, facilities, equipment and material necessary to perform other engineering, manufacturing and services including rate tooling fabrication and other Contract Data Requirements List (CDRL) deliverables. This action is being pursued on a sole source basis under the statutory authority of 10 U.S.C 2304(c)(1) as sited in FAR 6.302-1, " Only one responsible source and no other supplies or services will satisfy agency requirements." Bell Helicopter Textron Inc is the only known source with the knowledge, experience, expertise, and proprietary technical data required to successfully perform these tasks.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
