Naval Information Warfare Center (NIWC)
Atlantic intends to award a sole-source
contract to GATR Technologies, Inc. (GATR),
330 Bob Heath, Huntsville, AL 35806, to
provide tear down, evaluation, and repair.
The GATR Technologies (GATR) is the
manufacturer of these materials, sole
source supplier of the required components,
and is the only authorized repair facility for
the faulty materials that have been
identified as requiring Test and Evaluation
to assess for repair. No other vendor is
capable of performing this service. The
GATR equipment must be repaired to
remain 100% compatible with currently
fielded GATR units. These units must also
be fully compatible with previously fielded
equipment. The materials being repaired are
critical components for fielded Special
Operations Deployable Node-Large (SDN-L)
Systems. GATR has demonstrated the
ability to repair this equipment in order to
meet the program requirements. GATR is
the original equipment manufacturer as well
as the only facility authorized to preform
test, inspection, and repairs of the listed
equipment.
The authority for soliciting from a single
source is FAR 13.106(b)(1). The
Government anticipates the award of a Firm-
Fixed-Price purchase order.
The proposed contract action is for supplies
and incidental services for which the
Government intends to solicit and negotiate
with a single source under authority of FAR
13.106-2. Interested firms may identify
their interest and capability to respond to
the requirement. This notice of intent is not
a request for competitive proposals. A
determination by the Government not to
compete this proposed contract based upon
responses to this notice is solely within the
discretion of the Government. Information
received will normally be considered solely
for the purpose of determining whether to
conduct a competitive procurement.
