THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.

The National Institutes of Health's National Library of Medicine Office of Acquisitions NIDDK Acquisitions Branch intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Division of Gastroenterology and Hepatology at the University of Maryland School of Medicine to administer the Gastroenterology Fellowship Program in support of the joint University of Maryland/National Institutes of Health Gastroenterology/Hepatology Scholars Program.

The University of Maryland School of Medicine is uniquely qualified to provide these services to the NIDDK based upon the following: The University of Maryland School of Medicine achieved accreditation to jointly sponsor this Gastroenterology Fellowship Program along with the NIDDK through a peer review process that took approximately 8 months for final approval. For over ten years, the NIH has been exclusively working with the Division of Gastroenterology and Hepatology at the University of Maryland School of Medicine to administer the University of Maryland/National Institutes of Health Gastroenterology/Hepatology Scholars Program. This Gastroenterology Fellowship Program is part of the NIH Digestive Diseases Branch (Intramural) Research Program and consists of two University of Maryland School of Medicine medical doctors who have completed advanced training in medicine and at least one year of clinical training in gastroenterology. Fellows accepted into the Program will complete their first year of training at the University of Maryland School of Medicine campus and the Baltimore VA Medical Center (BVAMC), Baltimore, Maryland. After successful training during their first year, fellows complete the subsequent two (2) years of Gastroenterology training in the NIDDK intramural program at the Clinical Research Center on the NIH campus in Bethesda, MD. Therefore, the proposed purchase order supports the association of the Fellowship Program with a well-established jointly sponsored Gastroenterology training program by the NIH Graduate Medical Education office and the University of Maryland School of Medicine (ACGME Program ID #1432321036). Thus, maintaining an essential research, training, and programmatic capability provided by both institutions.
This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only the Division of Gastroenterology and Hepatology at the University of Maryland School of Medicine can complete the work and provide the deliverables under the proposed purchase order. However, interested firms or individuals may identify their interest and capability to respond to the requirement by submitting one (1) copy of their capability statement to the identified point of contact within 7 calendar days after publication of this synopsis for consideration by the NIDDK Acquisitions Branch. It is your responsibility to demonstrate how your service(s) is capable of providing the same functionality that exists with University of Maryland School of Medicine as mentioned above. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
