This notice is prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The contracting office responsible for this notice is the Air Force District of Washington (AFDW) Contracting Directorate (PK), Joint Base Andrews, Maryland, 20762.

The AFDW/PK intends to award a sole source contract to Gartner Inc., 56 Top Gallant Road Stamford 
CT 06904-2212 for Gartner Subscriptions for a duration of only seven (7) months. The Gartner Inc. Subscriptions will be procured under the authority of FAR 6.302- 1-10 USC 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The DoD Enterprise Software Initiative has established a software enterprise management process and Gartner Inc. holds a Blanket Purchase Agreement (BPA), N66001-19-A-0049 that has these licenses needed to support AFCAA. Utilizing the BPA for the seven (7) months to continue the same support and subscriptions is needed so AFCAA does not have a lapse for this service until the follow-on is 
awarded through an Air Force enterprise-wide vehicle at the end of March 2021. The current contract, FA701419FA190 has the FAR Clause 52.217-8 Extension of Services; however, this clause is based on six (6) months of support when utilized and AFCAA will need to have seven (7) months of support. Issuing a call off the BPA listed on the ESI portal will be the best option for the Government to apply at this time for the continued support until the end of March 2021.
