This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice.

The Air Force District of Washington Contracting Directorate (AFDW/PK), 1500 W. Perimeter Rd., Suite 2750, Joint Base Andrews, MD 20762, intends to procure these items for the United States Headquarters Air Force HQ USAF / A5 Weapons Division (A5RW) for GAMS/CPLEX development licenses as a Sole Source requirement to the GAMS Development Corporation.

This solicitation is being issued as Request for Quotation (RFQ)/Solicitation No. FA7014-17-R-1025. The North American Industry Classification System Code (NAICS) for this requirement is 511210, Custom Computer Programming Service with a size standard of $38.5 Million. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-85. The Government contemplates the issuance of a Firm-Fixed Price (FFP) contract to satisfy this requirement.
