HOME FORWARDGALLAGHER PLAZA BUILD BACK Bids Due 2:00 pm, June 27, 2024 ADVERTISEMENT FOR BIDS RFB # 06/24 - 484Home Forward will receive bids on behalf of Wests Limited Partnership (Owner) for restoration work at Gallagher Plaza. Bids will be received via electronic submission through BidLocker at https://bidlocker.us/a/homeforward/BidLocker until 2:00 p.m. Thursday, June 27th, 2024. The First Tier Subcontractor List, form HF-421, must be received by 4:00 p.m. on the same day. No bidder may withdraw their bid after the hour set for opening until after the lapse of sixty (60) days from the bid opening. Bidders will need to sign up for free on Bidlocker to access the solicitation documents or submit a bid. Gallagher Plaza, located at 2140 NW Kearney Street, Portland, OR 97210, is an 85-unit apartment building renovated in 2001. The Build Back project involves restoration following a fire in March 2024 that affected multiple units and hallways. Bid documents are available at https://bidlocker.us/a/homeforward/BidLocker. Addenda will be posted on the same site. A pre-bid tour of the building will commence at Gallagher Plaza on Wednesday, June 19th, 2024, at 10:00 a.m. Questions posed during the tour that are not addressed in the Solicitation will be answered by addendum. The work has an established goal of 30% participation by COBID and/or Underutilized Business Enterprise (UBE) firms. Prime contractors who do not meet the 30% goal will be required to submit proof that good faith efforts have been made to contract with these subcontractors. This project is subject to BOLI prevailing wages. The wage issued January 5, 2024, and including the April 5, 2024 amendment, are applicable for the duration of this project. The Contractor shall submit certified payroll reports via LCP Tracker. Home Forward, on behalf of the Owner, may reject any bid not in compliance with the prescribed bidding procedures and requirements, may reject any or all bids, and waive all informalities if doing so is determined by Home Forward to be in the public interest.
