THIS IS A REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research purposes only, to make appropriate acquisition decisions and to gain knowledge of Small Businesses, Veteran Owned Small Businesses (VOSB), including Service Disabled Veteran Owned Small Businesses (SDVOSB), interested and capable of providing Housing Search and Placement Services for homeless Veterans utilizing Housing and Urban Development Veterans Affairs Supportive Housing (HUD - VASH) Vouchers, per paragraph four (4) below, for the VA Greater Los Angeles Healthcare System (VAGLAHS) emergent need. 2. The NAICS for this requirement is 624229 Other community housing services. The product service code is G099, Social - Other. 3. Interested and capable Contractors should respond to this notice no later than April 11th, 2022 by providing the following via email only to [email protected]. (a) Company name (b) Business size per SAM/VIP: SDVOSB, VOSB, small, other than small/large. (c) Point of contact (d) Phone and email of primary point of contact (e) Unique Entity Identifier (UEI) formerly DUNS Number . (f) A capability statement that provides information of the organization s experience and ability to provide housing locator services in the Los Angeles County Geographic Area for Veterans experiencing homelessness and utilization of the HUD - VASH Program. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar services described in paragraph 4 below. 4. Required Services. The Contractor shall provide housing search and placement services for Veterans experiencing homelessness. HUD-VASH vouchers will be utilized to support of VA s mission to end Veteran homelessness. The Contractor shall perform housing locator services using the following guidelines: Veteran-centric housing placement through the use of a HUD-VASH voucher with one or more services such as: Performing housing search and placement services for Veterans with significant housing barriers, such as arrears, prior evictions, criminal background, and zero income. Developing relationships with HUD-VASH social workers and case managers to partner on housing Veterans with HUD-VASH vouchers on their caseloads. Introducing Veterans to landlords and escorting them to unit viewings Supporting the Veteran in partnership with the HUD-VASH social worker through the apartment application process. Identifying approximately 1,500 housing units and property owners who will provide units to be leased with HUD-VASH vouchers; successfully connecting veterans to these units; supporting the veteran, the landlord, and the HUD-VASH social worker through the lease up process. Streamlining the lease-up process to be completed within 45 days of identification of unit to Veteran move-in. 5. The intended contract period will be for a base year and up to one (1) one-year option period with the base period of performance anticipated to be from May 16th, 2022 May 15th, 2023. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) can perform the required services, the VA will set aside the underlying solicitation per 38 U.S.C. §8127. --End of Sources Sought Announcement--
