The procurement is planned for a 5-year period beginning 10/1/2017. NAICS Code: 623220, Residential Mental Health and Substance Abuse Facilities with a Small Business Size Standard of $15.0M.
This requirement will be satisfied by Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; This is a notice of intent to award a limited sources procurement action and is not a request for competitive proposals.
Contractor shall provide residential treatment for Dual Diagnosed Homeless Veterans with a primary diagnosis of Substance Abuse Disorder. Services will be furnished to both male and female Veterans who are homeless and for whom such care is specifically authorized by the VA. Veterans may have specific
mental health and/or substance abuse issues and some may also be mobility impaired. It is understood that the Veterans (referred to hereafter as Veteran residents) to be cared for under this contract will require care and services above the level of room and board. The Contractor is expected to provide rapid, often same-day, residential placement that enhances the stability of Veterans served by HCHV.
Services will include
a. Substance Abuse Treatment.
b. Case Management Services.
c. Supportive Services..
d. Residential Room and Board.
e. Laundry.
f. Referral Process.
g. Dietetic Services.
h. Medications Including Controlled Substances.
i. Transportation

Interested parties must provide rationale as to why they should be considered.
