NA The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, the Oratorian Community of St. Phillip Neri, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received at the contracting office by 25 September 2003, 4:00 PM PST. A determinat ion by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to condu ct a competitive procurement. The Government requires the services of a Roman Catholic Priest at the Presidio of Monterey for the period of 01 October 2003 to 30 September 2004. The contractor shall provide a number of services to include duties such as performing/providing worship, sacraments, and counseling services at the Presidio of Monterey Chapel and the Chapel Activities Center building. The contractor must be a fully ordained Roman Catholic Priest listed in the Official Catholic Directory and be in good standing with the Roman Catholic Church at large or may be a duly recognized religious order that is able to provide qualified priests to fulfill the contract requirements. The contractor shall maintain DD Form 2088 (Ecclesiastical Endorsing Agent Certification) showing endorsement by the Archdiocese for the Military Services, Washington, DC, USA. The contractor must also have a letter of decree from the Bishop of the Diocese of Monterey, California, granting general and specific delegations. The Government requires verification of these requirements prior to award and anytime a new priest performs services under the contract.
