The U.S. Bureau of the Census (BOC) intends to solicit proposals for a contractor to manage and staff the BOC's Child Development Center (CDC). Currently, the CDC is located in a Government facility in the community of Suitland, Maryland. The BOC intends to construct a new facility on the campus of the Suitland Federal Center, with construction scheduled for completion and occupancy in the first quarter CY2003. The contractor will be expected to assume management of the existing facility and transition to the new facility upon completion. The Government will provide normal use of the facility, without cost to the Contractor. The Contractor will collect all user fees from the parents of the children utilizing the Center. These fees will cover all costs associated with running the Center, including the contractor's staffing, food, supplies, overhead, insurance, educational materials, office supplies, other variable costs, and profit. The contractor will be required to achieve and maintain National Association for the Education of Young Children (NAEYC) accreditation. Award will be based on the best value to the Government. There will be no hard copy of the solicitation issued. The solicitation may be obtained at http://FedBizOpps.gov.
