FY22 Consolidated Medical Services Waiver The Department of Corrections (DOC) is requesting approval of a General Waiver of the bidding process to contract with multiple healthcare providers for the purchase of emergency medical, dental, and hospital services, non-emergency (outpatient) medical, dental and optical services, specialty pharmaceutical services, and specialty medical services. DOC requests this waiver each fiscal year based on anticipated annual expenditures. DOC is requesting $32,200,000 for FY22. The FY21 waiver (RPA #KHA7746) was approved at $35,600,000 (see attachment A). Based on actual expenditures through February of 2021, DOC projects FY21expenditures to be $30,177,381. The reduction in expenditures is largely due to COVID-19 which limited movement of Persons in Our Care (PIOC) outside of the institution to obtain non-emergency services. DOC anticipates a 3% increase in expenditures in all categories except MAT (Medicated Assisted Treatment) in FY22.
