Description:    The U.S. Army Corps of Engineers, Sacramento District is issuing this announcement for a non-personnel services contract to provide the Hydrologic Engineering Center (HEC) with modified software and documentation for the Corps Water Management System (CWMS) to ensure CWMS meets the requirements by assisting in activities associated with software maintenance and minor enhancements to the CWMS model.   

The US Army Corps of Engineers, Sacramento District, intends to negotiate on a Single Source basis with contractor, Resource Management associates (RMA) under the authority of FAR 6.302-1 - Only 1 responsible offeror. This single source justification is to provide HEC with support for software enhancements to CWMS (Corps Water Management System) code to meet requirements mandated by the Department of Defense in order to maintain an Authorization to Operate (ATO).

Firms believing they can provide these supplies or services above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals.  All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government.  A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.  Information received will be considered for the purpose of determining whether to conduct a competitive procurement. 

Responses should be emailed to the Government point of contact for this acquisition.  Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN).  Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 518210 which is $27.5 Million. This notice may represent the only official notice of such a solicitation.
