The U.S. Army Corps of Engineers (USACE), Europe District (NAU), is conducting market research to determine potential sources having the qualification, experience, and bonding necessary to perform the described work.
The Government intends to award a firm fixed-price indefinite delivery indefinite quantity (IDIQ) construction contract. The contract performance period will be for a base period of one (1) year and four (4) option periods of one (1) year each.
The purpose of this USACE Europe District (NAU) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) is to provide real property repair and maintenance, environmental work, force protection work, and construction services in the areas identified below. Use of the MATOC will provide the Government with a construction product delivery method that can accommodate quick and straight-forward projects, as well as some small but complex projects, and can help minimize design effort and related overhead expenditures, as well as handle compressed schedules.
Task Orders will primarily address new construction, design-build, general building renovation, road and pavement repair, and general environmental work including, but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remedial work. Contract awards are anticipated for any work for US Forces and/or US Government Facilities in the country of Romania.
Construction contracts awarded by the Army Corps of Engineers require compliance with EM 385-1-1 Safety Manual.
SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT:
Please include a narrative to answer each of the following questions: (Total number of pages shall not exceed 5).
(1) Name of firm, address, point of contact, phone number, and email address.
(2) CAGE Code and DUNS number (if available). Please note it is required that interested contractors be registered in System for Award Management (SAM) prior to award. Please see www.SAM.gov for additional information.
(3) Your intent to submit a proposal for this project when it is formally advertised.
(4) Your firm's bonding capacity (single and aggregate capability) or ability to obtain Bank Letter of Guarantee and Letter of Assurance.
(5) Contract data sheet identifying your recent and relevant experience that would qualify your firm to perform the specified type of work. Submit no more than five (5) past completed projects within the past five (5) years from the date of this Sources Sought for which your firm performed. Data sheets must address recent experience with design-build and design-bid-build construction. Describe in detail the actual work performed and its location. Provide any additional information to further substantiate the capabilities of your firm to perform the specific type of work that this project involves.
Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
