THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. The justification and approval will be made publicly available in accordance with FAR 6.305(a).

As stated, the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and capability to respond to the requirement or submit proposals. To be considered, any such interest and capability statement or proposal must be received by the Government within 30 days of the date of publication of this synopsis.
