The Naval Air Systems Command (NAVAIR) intends to issue a firm-fixed price delivery order under Basic Ordering Agreement (BOA) N00019-10-G-0010 to Orbital Sciences Corporation, Chandler, AZ to provide support equipment for use on the GQM-163A Coyote Supersonic Sea-Skimming Targets (SSST) Program. The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapons systems test and evaluation. 

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
