This acquisition is for the Block II/III Depot shutdown, Block II/III All Up Round (AUR) demilitarization preparation, and Depot repair and unscheduled maintenance for Block IV AUR repairs/maintenance not covered under Block IV production warranty for Tomahawk Cruise Missiles. Additional requirements include: procurement and repair of spares and/or replacement components of Government Furnished Property (GFP); post flight operations, operational flight support, and related maintenance; flight abort/anomaly/failure analysis; unscheduled maintenance or "over and above" work for all Block IV variants and repair of components; spares and/or replacement components; maintenance and support of the Guidance Test Sets (GTS), GFP, Hardware-in-the-Loop (HWIL) i.e., labs, special tooling, and special test equipment; simulations and maintenance of simulation software and data; remanufacture/refurbishment of Composite Capsule Launching System Capsules (CCLS); repair and upgrade of Government test/support equipment hardware/software; magazine storage; repair of CCLS Capsules; Service Life Assessment Program; technical and administrative data and documentation; and preparing and conducting training courses; related engineering support services, integrated logistics services and other related effort. Naval Air System Command intends to procure this sole source from Raytheon Missile Systems, 1151 East Hermans Road, Tucson, Arizona. Raytheon is the sole source manufacturer of the Tomahawk missile system. Period of performance for this effort is for 12 months. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
