The Uniformed Services University of the Health Sciences (USUHS) located on the Walter Reed National Military Medical Center in Bethesda, MD intends to negotiate on a sole source basis with the vendors listed in the attached spreadsheet for access to the subscriptions identified. USUHS intends to negotiate purchase orders with a period of performance of twelve (12) months. Some of these orders will be negotiated for a base period of twelve (12) months with up to four (4) 12-month options. Estimated Value: Varies between $3,000.00 and $149,000.00 These subscriptions will be procured in accordance with the procedures of FAR Part 12 - Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Subpart 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The mission of USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. As such, it is essential USU provide the necessary training and equipment required for our students to become successful doctors and nurses and to be able to provide the best care possible for our soldiers and to support our research efforts. The vendors listed on the attached spreadsheet are the publishers and sole providers of electronic access to the requested medical and academic subscriptions. Access to these subscriptions is required by faculty, students, and researchers. The resultant awards will provide access to the requested publications to USUHS, USU Post-Graduate Dental College (PDC), the Joint Pathology Center (JPC), State Department, and Defense Threat Reduction Agency (DTRA). See the attached spreadsheet for vendor information and description of the subscriptions. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can meet the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
