Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Qiagen LLC., 19300 Germantown Road, Germantown, MD 20874.  The Defense Forensic Science Center Forensic Exploitation Directorate DNA Branch has a mission essential requirement for the brand name procurement of Qiagen EZ1 Advanced XL DNA extraction instruments. These are forensic science instruments for DNA case examinations in support of overseas contingency operations. The Qiagen EZ1 Advanced XL allows the extraction of more samples simultaneously, increasing the efficiency of DNA extraction procedures.  See attachment for salient characterics.

The authority for this non-competitive award is 10 USC 2304(c) (1), Only One Responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 0100 Pm EST, Wednesday, 19 Aug 2020 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
