Command, Control, Communications, Computers and Information Technology (C4IT) at C3CEN, 4000 Coast Guard Blvd, Portsmouth VA 23703 intends to issue Firm Fixed Price (FFP) task orders to a single source under the authority of FAR 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized, to Furuno U.S.A., Incorporated (Furuno). The period of performance to purchase will be 5 years. The purpose of this requirement is to purchase AN/SPS-50 surface search radar systems for CG cutters and spares. Furuno developed the current radar system under a previously awarded and competed under General Services Administration (GSA) Multiple Award Schedule (MAS). Given the complexities of the system which was newly installed by Furuno under a previous contract, Furuno is the only company with personnel that are intimately familiar with all aspects of the system design, software coding, and the interfaces to the existing cutter's equipment.

This procurement is a FAR Part 12 acquisition being conducted using FAR Part 13.5 procedures. The North American Industry Classification System (NAICS) code for this requirement is 334511 with the size standard of 750. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within 7 calendar days of publication of this notice, shall be considered by C4IT. All responses must be submitted to the Government point of contact at the email address [email protected]. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
