This is a Sources Sought Notice issued in accordance with FAR Part 10.  The Defense Logistics Agency Energy (DLA Energy) is performing market research to identify potential sources to supply fuel products to the Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA).  The fuel products required, in their estimated annual quantities, are as follows:

Product 1:  Turbine Fuel, Aviation (JP8)

Estimated Annual Quantity: 14,400,000 U.S. gallons

Product 2:  ULSD (DS2)

NSN: 9140-01-524-0139       

Estimated Annual Quantity: 780,000 U.S. gallons

Product 3:  Gasoline, Premium Unleaded (MUP)

NSN:  9130-00-148-7104      

Estimated Annual Quantity: 240,000 U.S. gallons

Submission instructions:  Interested vendors shall submit the information requested below to Kari Archer, via email, at:  [email protected] by September 17, 2021, 3:00PM Eastern (Ft. Belvoir, VA) time. 

1. Company name
2. Name, phone number, and email address of a Point of Contact with the company.
3. CAGE code and DUNS number of the company, as currently registered in the System for Award Management (SAM) database under NAICS code 324110.  (https://sam.gov)
4. Written documentation from the Royal Saudi Air Force (RSAF) showing that the company is currently, or has previously been, authorized to deliver the above listed fuel products to PSAB.
5. Documentation showing access to the fuel products listed above in the stated, estimated quantities.  Fuel supplier’s name and address must be provided. 

This notice shall not be construed as a Request for Proposal (RFP) or as any commitment or obligation on the part of the Government to issue a solicitation.  The Government does not intend to award a contract on the basis of this request, so proposals will not be considered.  No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.  Late responses will not be accepted.  The Government will not entertain any questions regarding this notice.
