The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to enter into sole source negotiations with Thermo Electron North America, LLC for the procurement of one (1) Fourier Transform Infrared (FTIR) Spectrometer System. The item is required to support the Fuels & Lubricants Laboratory in the Propulsion Systems Evaluation Facility at Patuxent River, MD. This system is a Commercial-Off-The-Shelf (COTS) Non-Developmental item from Thermo Electron. The System will replace an existing Thermo Fisher system that operates co-dependently with a Thermo Fisher Nicolet Continuum infrared microscope under Thermo Fisher's proprietary Omnic software. The FTIR Spectrometer System will include the spectrometer, control software, and an interface module and must have the capability for hyphenated techniques including infrared microscopy/infrared spectroscopy and gas chromatography/infrared spectroscopy. NAWCADLKE intends to procure this item under the authority of 10 USC 2304 (c)(1), as implemented in FAR 6.302-1. The Government does not own the rights to the FTIR Spectrometer System. A Firm Fixed Price contract is anticipated. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
