THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT ONLY. This Sources Sought is issued solely for informational and planning purposes. It does not constitute a Request for Proposal (RFP)/Request for Quote (RFQ), a promise to issue a Solicitation or RFP/ RFQ in the future, or an indication the Government will contract for the requirement identified in this notice. Further, the American Battle Monuments Commission (ABMC) is not at this time seeking proposals and will not accept unsolicited proposals.

Responses to this notice are strictly voluntary and the Government will not pay respondents for information provided in response to this notice. Responses to this notice will not be returned and respondents will not be notified of the result of the review. This notice does not restrict the Government’s acquisition approach on any resultant solicitation.

The American Battle Monuments Commission (ABMC)—guardian of America’s overseas commemorative cemeteries and memorials—honors the service, achievements, and sacrifice of U.S. Armed Forces.  Established by Congress on March 4, 1923, ABMC administers, operates, and maintains 26 permanent American burial grounds overseas, and 32 separate memorials, monuments, and markers, 4 of which reside in the United States.  These cemeteries and memorials, most of which commemorate the service and sacrifice of Americans who served in World War I and World II, are among the most beautiful and meticulously maintained shrines in the world.

To fulfill its mission, ABMC utilizes the support of Foreign Service National (FSN) employees at its sites around the world. The Agency is looking for potential sources of a Commercial-Off-the-Shelf (COTS) software to classify those FSN positions.

Functional Requirements may include:

  1. The ability to print completed classification documents.
  2. The ability to create additional job information fields required for evaluations undertaken by ABMC.
  3. Updates to the standard system-based questionnaire to reflect the existing questions and options with the ABMC system.
  4. Review and adjust factor weighting and scoring where necessary to ensure that the system produces outcomes consistent with the former system. This will include systems testing and adjustments as required.
  5. Import the existing jobs database using the systems data extracted from the current system.
  6. Review the rank order to ensure that it is consistent with the evaluation outcomes held in the former system.
  7. Undertake any further adjustments to the factor weightings and scoring identified through system testing and the rank order review.
  8. Write the systems rule using the Data Analysis Reports from the former system.

System Requirements:

  1. Software-as-a-Service platform.
  2. Meet or exceed FIPS 199 Moderate impact level.
  3. Meet or exceed FIPS 200 controls for Minimum Security Requirements for Federal Information and Information Systems.
  4. Access of the job evaluation system via a dedicated URL.
  5. Provide a copy of the system to ABMC for User Acceptance Testing (UAT).
  6. Undertake systems amendments based on the outcome of UAT. This will include reviewing system reports, help test, questionnaire layout, etc.
  7. Testing environment must always be available to user whenever any significant changes are made to the system which may alter the classification process.
