The F-35 "Lightning II" Program Office intends to issue a contract for software based Test and Evaluation tools to emulate the functions of the Electronic Warfare Test Station (EWTS) laboratory equipment for the 3F Digital Channelized Receiver/Technique Generator (DCR/TG) and Tuner Insertion Program (DTIP) configuration. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The F-35 "Lightning II" Program Office intends to award this effort to BAE Systems, Nashua, NH. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, any capability statements, proposals, or quotations received within fifteen days after date of publication of this synopsis will be considered by the Government. BAE Systems is the sole designer, developer and manufacturer of the F-35 aircraft Electronic Warfare (EW) System. BAE Systems alone has the experience, special skills, proprietary technical documentation, software/algorithms, and technical expertise required to furnish the supplies and services within the required timeframe. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
