This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NOI10043 issues as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-38 effective December 10, 2009. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 561621, which has a small-business size standard of $12.5 million dollars. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure one year preventive maintenance for 200 Freezers, incubator sensors (Serial No. 9901); and 11 Mechanical Equipment Controllers (Serial No. 3529) all with installed Apogee Software from Siemens Building Technologies., Landis Division., Beltsville, MD 20705. The institute intends to purchase the maintenance services by other than full and open competition from Siemens Building Technologies. To the best of the Government's knowledge, they are the sole factory trained service organization that is capable of servicing the equipment stated above. Period of performance includes base year and two option years. The following factors shall be used to evaluate offers: 1) price; 2) capability to meet required specifications.
