INTENT TO AWARD A SOLE SOURCE ACQUISITION

The Internal Revenue Service (IRS) intends to award a sole source purchase order to Forum Systems, Inc., for Forum Sentry Hardware Appliances, Software, and maintenance support.   The authority permitting a sole source acquisition is FAR 6.302-1, “Only One Responsible Source and no other supplies or services will satisfy agency requirement”. The delivery is 30 days or sooner from purchase order award with four one-year option maintenance periods.  According to market research conducted, Forum Sentry hardware, software, and maintenance can only be provided by Forum Systems, Inc.  This hardware, software, and support is needed to ensure IRS critical filing season applications are supported for the upcoming filing season.    

Forum Sentry Gateway hardware network appliance Model 5564-Production 2, Sentry Virtual V.9 User Acceptance Testing Perpetual License, and Sentry Virtual V.9 User Test and Development perpetual license, and annual support and maintenance are utilized throughout the IRS.  These products support mission critical filing season applications that require the use of these devices.  The current appliances are end of life and this acquisition will replace the hardware, software, and maintenance for these end of life products.    

No solicitation package will be issued on betaSam.gov. This notice of intent to conduct a sole source procurement is not a request for quotations; however, the Government will consider responses received no later than December 6, 2019, 3:00PM EST. Responses shall be submitted to Traci.A.Brinkley@irs.gov.  Responses shall include, at a minimum, the following information:

1. The name of your company;

2. Company DUNS No.;

3. POC name and contact information;

4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order; and,

5. A description of that product(s) and its overall capabilities.

It is your responsibility to demonstrate how your ability to provide Forum Gateway hardware appliances, software, and maintenance support. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.
