Pursuant to the authority of FAR 12.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), The Department of Health and Human Services (HHS) Administration for Children and Families (ACF) Office of Human Services Emergency Preparedness and Response (OHSEPR) intends to sole source to:

The Institute of Medicine is uniquely and solely qualified to accomplish the set of tasks outlined in this requirement due to their singular status as the developer and sole implementer of the desired needs assessment. The Institute of Medicine (TOM) has established a Forum on Medical and Public Health Preparedness for Catastrophic Events (the "Forum"). The Forum provides its members with a neutral venue for exchanging information and a structured opportunity for dialogue and discussion of critical and possibly contentious scientific and policy issues. Representatives from government agencies, industry associations, academia; and other interested parties who serve on the Forum will convene two to three times a year in open sessions to confer on matters of mutual interest and concerns, organize and conduct workshops, and plan future activities.

The Forum identifies and discusses emerging scientific research and policy matters related to improving the Nation's medical and public health preparedness for acts of terrorism and/or Natural disasters, as well as issues related to the coordination of federal, state, and local activities, and public-private sector interactions. The Forum will sponsor public workshops as an additional mechanism for informing forum meetings and discussions. The Forum may also commission individually authorized papers.

Forum discussions or workshops may lead to proposals for specific studies by units of The National Academics, resulting in institutional reports. Such studies, if undertaken, will he conducted by ad hoc committees, in accordance with all institutional policies and procedures governing such study activities. All activities of the Forum will be conducted in accordance with institutional guidelines as described in "Roundtables: Policy and Procedures."

The forum membership currently consists of 34 members, chosen for their professional and policy making perspectives, as well as their scientific or public policy credential s (see membership list below). Expertise will include government technical program management; medical operations in support of home land security; biotechnology/bioengineering; strategic planning; threat assessment; toxicology, bioinformatics; national public health and emergency management and response; epidemiology; molecular biology; public health; risk communication; first responders; bioethics; nursing; pharmacotherapeutics; and human services/social services. Representative of federal research and regulatory agencies are appointed by virtue of the positions they hold, i.e., ex officio. Additional experts are invited to participate in particular r discussions on an ad hoc basis.

The kinds of work that a forum, such as the Forum on Medical and Public Health Preparedness for Catastrophic Events, with mixed Federal, academic, not-for-profit, and industry for-profit participation can engage in include: workshops on topics of interest to forum members; symposia held for the purpose of informing Forum members more widely about medical preparedness and resilience consistent with Forum interests and discussions. The Forum can also serve as a focus for informing each of its members of the views and plans of other members about approaches to problem s and work on holding public events.
Specific activities will be organized according to the following tasks:
1. Forum Meetings. Forum Meetings will be held two or three times a year. They will be open or closed as needed and attended by IOM staff and Forum members.

2. Workshops Sponsored by the Forum. The Forum will convene workshops on topics in which it needs to be informed. The Projected Costs shown at the end of the proposal includes two workshops each year, held in conjunction with a regularly scheduled Forum meeting.

3. Individually authored summary documents or proceedings of the Forum's workshops and symposia will be published by NAP or posted on the internet.

4. Commissioned Background Papers and Authored background Papers. For some topics, the Forum may need to be informed through expert technical presentations or other specialized evidence and analysis to adequately explore or discuss a topic of interest. In such cases, the forum will commission signed papers from a technically qualified expert or scientific and technical writer or organization. These papers will be posted on the Forum website and published separately as an authored background paper presented to the Forum.
