This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price contract to D.R. Myers Distributing Co., Inc. dba Driver's License Guide Company, to renew an electronic resource subscription entitled Docutector.

Docutector is an online document forgery detection database. SSA's Office of Media Management (OMM) will use the Docutector subscription as a visual standard to inspect documents submitted by claimants to detect and investigate fraud. This item is available on the SSA digital library through the agency's intranet, which is password protected. The subscription includes access from multiple locations; including SSA's headquarter offices, and over 1,300 field offices. The period of performance will be for a base year and three (3) 12-month option periods.

This action is under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This acquisition will be conducted utilizing the procedures under FAR part 12 - Acquisition of Commercial Items in conjunction with procedures under FAR Part 13 - Simplified Acquisitions. D.R. Myers Distributing company is the only known source that can provide a document forgery detection database that provides exact replicas of state drivers' licenses, passports, and other official government identification credentials.

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this special notice. Interested parties that feel they can provide the required service may respond by submitting a detailed capability statement. Written responses to this notice shall include sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received by 5:00PM EST on 01/21/2016, negotiations will be conducted with D.R. Myers Distributing Co., Inc. as the only source without any additional notices being posted.
