On September 8, 2011, Federal Prison Industries, Inc. (FPI) posted a notice in the Federal Business Opportunities (FedBizOpps). In this notice, FPI announced its proposal to produce Windmills, FSC 6115, on a competitive basis without invoking its mandatory source status.

FPI received no comments from any interested parties regarding this proposed production, within the 30 days allowed. After consideration, on January 12, 2012, the FPI Board of Directors approved FPI to produce Windmills classified in FSC 6115 on a competitive basis and without the use of FPI's mandatory source status.
