THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A QUOTE (RFQ). A RFQ WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. 

NSWC, IHEODTD Indian Head, intends to award a contract on a noncompetitive basis to Foerster Instruments, Incorporated
for the following:
- Ferex 4.034 Digital Gradiometer
-Software Data2line

This action is to be undertaken in accordance with FAR 13.106 (b) Soliciting from a single source, on the basis that the vendor is the only known source capable of meeting the government’s requirements. 

The Ferex gradiometer has shown that it is capable of meeting the EOD need for detection of deep buried ferrous ordnance. This model is unique and provides a capability to store and analyze field data, previous unknown to regular analog gradiometers. Currently EOD is using the Ferex 3.032 Mk 26 Mod 1, however the Ferex 4.034 provides enhanced detection capability compared to the configured item currently in use.

EOD has determined through extensive market research that there are only two manufacturers of gradiometers that can potentially meet EOD standards. These two separate manufactures of hand-held gradiometers are digital and allow for data capture and analysis. NSWC IHEODTD has plans to purchase both products and will then test them against each other. The second gradiometer will be purchased at a later date on a separate contract to the other vendor manufacturer for their brand.

This Notice of Intent is not a request for quotes. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. 
Responses to this electronic notice must be made by 3:00 pm EST on 16 July 2020. Questions/clarification regarding this requirement must be submitted via email by 11 July 2020 3:00 PM EST. Oral communications are not acceptable in response to this notice.
