The government intends to solicit and negotiate with one source under the authority of FAR 13.106(b) (1) and FAR 6.302-1(a) (2) (iii). The proposed source is Telops, Inc, Quebec, Canada. The purchase is for a focal plane array. Telops, Inc is the only source capable to provide a Hyper-Cam-MWE-Fast Focal-Plane Array upgrade. This is a notice of intent. It is not a request for competitive quotations.
