Reference Sources Sought #FA8224-19-R-0031

This notice is for a commercial item in accordance with FAR part 12 Acquisition of Commerical Items and FAR subpart 13.5, Simplified Procedures for Certain Commercial Items. The Government intends to award this effort as a total small business set-aside under NAICS 334519.

The Government has a requirement for the installation of a new Fluorescent Penetrant Inspection System (FPIS) at Hill Air Force Base in support of the 309th Maintenance Group. This requirement will include removal of the existing FPIS and the manufacture, delivery, installation, setup, and acceptance testing of a wholly new automated FPIS. The contractor shall have experience in the manufacture, operation, and maintenance of this type of equipment and shall supply and integrate the requirements as specified to provide a complete aircraft parts inspection system. Please note the following: The Government will be providing a government-owned design for the FPIS which contractors will be required to manufacture to. This design is generic in nature in order to enable manufacture by capable and experienced FPIS firms. The design was created by a party which may participate in the competition for the FPIS.

Instructions:
This notice constitutes a scorecard release prior to release of the solicitation. In order to be found responsive to this notice and considered for receipt of solicitation, a completed scorecard shall be submitted to the contracting office. All timely submitted scorecards will be validated, and the offerors with the three highest scores on the scorecard will receive the subsequent solicitation.

All offerors shall submit a completed scorecard no later than 20 March, 2019 at 1:00 P.M. MST.

All scorecards previously submitted in response to Sources Sought #FA8224-19-R-0031 may be accepted; however, the offeror must send an email to the contracting activity and identify that they would like to use the scorecard previously sent. This email must be sent no later than 20 March, 2019 at 1:00 P.M. MST.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Copies of submitted information may be reproduced for government review.
