THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to solicit a quote and enter into a contract with South Machine Welding, Inc. herein referred to as Contractor for ½ hp Little John floating type electric paddlewheel aerators which is the only source for this item. The anticipated award date is on or about September 21, 2012. The Catfish Genetics Research Unit at Stoneville, MS has a need for thirty (30) each of these aerators. After market research it is determined that there is only one source available for this type of equipment. The statutory authority for this sole source procurement is FAR 6.302-1(a)(2).

The NAICS Code for this action is 333111. ARS requires that all contractors doing business the government must be registered with the System for Award Management (SAM). This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responsible sources received within 5 days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.
