In accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The FDA requires the purchase of a Fluorophos ALP Test system to measure the ALP activity in dairy products, allowing the monitoring of the completeness of pasteurization and detection of raw milk contamination. The Fluorophos ALP Test system is the only test system approved for the detection of ALP in milk by the National Conference on Interstate Milk Shipments (NCIMS) Grade "A" Pasteurized Milk Ordinance (PMO). All 50 state labs have this equipment to meet this requirement and this system is needed to replace the current, 28-year-old, equipment that can no longer be serviced. There is no substitute for this equipment and there is only one manufacturer and distributer for this equipment.
