The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement Contract N00019-12-G-0006 with the Bell Boeing Joint Project Office on an ‘other than full and open' competitive basis to develop and field an improved Forward Looking InfraRed (FLIR) image processing algorithm for the Enhanced Local Area Processing (ELAP) on all V-22s.

Bell-Boeing possesses the requisite knowledge and expertise required to develop and implement the upgraded FLIR SEU with enhanced local area processing software capability onto the V-22. Only Bell Boeing can incorporate the upgrade into the production line, in an expeditious manner, minimal impacting cost and schedule. Only Bell Boeing can incorporate the required logistics support information into the V-22 maintenance documentation to expeditiously facilitate the rapid retrofit of the capability into fielded V-22s.
