USDA Forest Service Procurement & Property Services, Incident Procurement Operations, Aviation Branch intends to procure, by means of other than full and open competition Flight Hour and Mileage Rate Analysis. The intent is to negotiate a sole source Purchase Order with Conklin de Decker for the purpose of reviewing and updating the current information found in the US Forest Service Helicopter Services Hourly Flight Rates, Fuel Consumption, and Weight Reduction Chart, to include the following:

1.    Determine fuel burn and flight rate for the R-66, EC-135 P2, EC-135 P3, EC-145 T-2, Bell 505, Bell 407HP, Bell 412EPX, and AS 350B3e (H125)
2.    Determine fuel burn and flight rate for UH-60A+ with new engine (701D) 
3.    Determine if the UH-60, UH-60A+, and S-70 variants need to be separated based on fuel burn and fight rate or if they can have the same rates.
4.    Ability to include Excise Taxes in the flight rates
5.    Development of an EPA for aviation Insurance EPA 
6.    Review of the nonfuel portion of the EPA

The service will be based on a twelve-week schedule, starting at Purchase Order award.
