The United States Department of Labor (DOL) is conducting market research for an upcoming procurement requirement entitled "FLC Security", in support of the Employment and Training Administration (ETA). This announcement is a Request for Information (RFI) as defined in FAR 15.201(e). The purpose of this RFI is to acquire market information to assist ETA at the Department of Labor in determining which socio-economic categories have the capabilities to provide these services. This determination may lead the Department to issue a potential solicitation under a set-aside in accordance with FAR Part 19.
For this RFI, the Government is interested in assessing the availability and feasibility of potential new service providers, which are both interested in doing business and meet the Government's requirement(s) for support services as outlined in the attached Statement of Work (SOW). Interested contractors responding to this RFI may be required to indicate their ability to fulfill all the requirements of the SOW.
It is anticipated that this requirement maybe procured under NAICS code 541512, Computer Systems Design Services, Business Size Standard is $25 million.
Appropriate procurement strategy will be determined after consideration of industry response to this sources sought announcement. This RFI is issued solely for information and planning purposes and does not constitute a solicitation, Request for Proposal (RFP) or an Invitation for Bid (IFB). In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government nor is it to be construed as a commitment to form a binding contract. All information received in response to this RFI will be treated as business confidential information, and exempt from disclosure under the Freedom of information act (FOIA). Nonetheless, proprietary information shall be clearly marked. Responses will not be returned. The Government is not obligated to, and will not, pay or any information received from potential vendors as a result of this announcement.
The government reserves the right to compete any acquisition resulting from this survey among small businesses or to make an award to an 8(a) firm, based on the responses received. This sources sought notice does not commit the government to issue a solicitation, or award a contract. No solicitation document exists at this time.
